A European consortium including Campus France, the Nuffic, and led by the DAAD has been chosen to implement a European project financed by the European Union Delegation in Myanmar. The project, called EU Mobility Programme for Myanmar (EMPM), aims at facilitating the access to higher education for young Birmans using online learning and mobility scholarships towards the ASEAN and Europe.

Presentation of the EMPM programme

The overall objective of the EMPM programme is to protect the human capital of the young generation in Myanmar through education and training. More precisely, the idea is to improve the options of online learning and mobility schemes for students and young professionals impacted by the recent interruptions of university classes and the difficulty of access to jobs (due to the coup d'état and, to a lesser extent, to the COVID-19 pandemic).

Reaching this objective will be possible relying on three pillars:

  • developing solid processes for the promotion of the programme, and the selection/appointment and mobilisation of recipients;
  • higher availability of learning opportunities in mobility in ASEAN and European countries for students and young professionals;
  • improved access to virtual mobility and online studies in European Union institutions for students and young professionals.

This is a pilot project which activities, supposed to start in early 2023, will be deployed over a 4-years period. The project will receive 4.7 million euros in European subsidies.

The role of Campus France

Campus France will participate, in line with its partners, to the implementation of three aspects of the project, thus contributing to the analysis of needs, the definition of processes to choose recipients and the identification of training courses and host institutions.

The Agency will be particularly in charge of the following activities:

  • managing short mobility scholarships (one semester duration) towards the EU, both for students who already experienced a study stay as part of the programme in an ASEAN higher education institution, and, if the context allows it, for students in direct mobility from Myanmar to the EU;
  • Organisation of artists in residence in France;
  • the creation of a secured learning space in Yangon to allow recipients attend online language classes in preparation of their physical mobility, among others;
  • the implementation and animation of an alumni network of the project.

The French Institute in Myanmar will bring support to Campus France for the implementation of spectific activities planned in Myanmar.
