Campus France and the Region of Normandy sign a Partnership Agreement

On Wednesday, June 4, 2025, Donatienne Hissard, Director General of Campus France, and Marc Millet, Regional Councilor for the Normandy Region, signed a partnership agreement aimed at promoting Normandy in Europe and worldwide as a hub of industrial expertise, academic excellence, and high quality of life.

A Unique Partnership
 

This new initiative is designed to help the Normandy Region attract international talent to its higher education institutions, offering students the opportunity to gain initial work experience in low-carbon energy sectors. The project is part of the broader “3NC – Normandy Nuclear, New Skills” program (France 2030 plan), which aims to build the workforce needed to support the revival of France’s nuclear industry.

In concrete terms, Campus France will bring its expertise in international analysis and outreach to enhance the visibility and appeal of Normandy’s territories and its key industrial sectors.


The partnership relies on the following pillars:

  • Assess the international positioning of Normandy’s higher education and research sectors
  • Develop an international promotion strategy for the region’s academic institutions
  • Facilitate the recruitment of good-level European and international students and researchers
  • Expand Normandy’s network of international alumni, particularly through the France Alumni platform

By focusing on attractiveness at regional scale, this partnership contributes to a more diverse and multifaceted image of France and helps highlight the quality of life across the entire country. It also supports a vision of France as an innovative nation, spotlighting world-class training programs in cutting-edge sectors such as low-carbon energy, civil engineering, and infrastructure development. By strengthening the connection between academic training and professional integration, the initiative aims to address the future needs for highly skilled professionals.


Campus France is also ready to support other local and regional authorities in boosting their international appeal and advancing France’s scientific and industrial influence on the global stage in all its aspects.

The agreement between Campus France and the Normandy region was signed during the 11th edition of the “11e édition du Colloque de l’Accueil des étudiants internationaux” (International Student Welcome Conference), held on June 4–5, 2025, at the University of Caen Normandy.
