Open Science Plan: making results of public research accessible

In her National Plan for Open Science, Frédérique Vidal, Minister of Higher Education, Research and Innovation, announced on July 4 the obligation to have access to publications and data from research financed with public funds.

Science is a common good we must all share as broadly as possible”. These are the words chosen by the Minister to present her National Plan for Open Science, backed with 5.4 million Euros on the first year (and 3.4 million Euros per year) to release as broadly as possible publication and research data that were stored in closed databanks until now.

By leveraging digital development, this open access aims at:

  • Take research out of its natural environment, and improve its efficiency by making it more transparent and granting universal access;
  • Spread access to knowledge, and facilitate scientific progress and innovation, economic and social development, in France but also in developed and developing countries.

The National Plan for Open Science are part of France’s international commitment, and aims at making 100% of French scientific publications in open access.

This ambitious plan puts French research at the heart of a global trend of opening data and making public action more transparent. It is built in three major steps:

  • Spread open access to publications;
  • Structure and open research data;
  • Follow the European, international trend of sustainability.
