Your obligations
If you are awarded a France Excellence scholarship by the French government, you must participate regularly in the activities scheduled in your education programme and comply with the rules of your host institution.
Campus France may suspend the payment of your scholarship if you do not comply with certain obligations, notably:
- If you have not provided us with a postal or e-mail address
- If you are absent without justification during your course
- If you do not respond to Campus France’s requests (academic results or supporting documents within the deadline).
In case you do not send your school certificate and your social security affiliation certificate while enrolled in a French higher education institution.
Your scholarship is granted by the French government for a specific course and for a limited period of time, which you must respect.
Your rights
Payment of your scholarship
Campus France pays you on a monthly basis, at the beginning of each month, the amount of your scholarship is determined by the French government. The amount of your scholarship is shown on your “Scholarship certificate” and in your personal space.
CVEC and university enrolment
If you are a student, you must complete the CVEC (Contribution Vie Etudiante et de Campus) before enroling at your institution on the website: www.messervices.etudiant.gouv.fr
Upon submitting your scholarship certificate, according to your status as a scholarship holder of the French government, you may be exempted from paying the enrolment fees relating to pursuing a national degree or an engineering degree in public institutions under the authority of the Minister of Higher Education (Article R719-49 of the Code of Education).
Campus France does not reimburse these fees under any circumstances.
Watch our tutorial to help you complete the CVEC.
Payment of eventual educational fees
Finally, some higher education institutions charge education fees: they may be paid directly or reimbursed by Campus France in whole or in part, depending on the regulations in force, and depending if these fees have been specified in your scholarship file by the cooperation and cultural department.
If you do not have your scholarship certificate when completing your information in the CVEC, you will have to pay the fees in advance and request reimbursement with your scholarship certificate on the website cvec.etudiant.gouv.fr for the CVEC.
Additionally, if you have paid your registration fees before getting your scholarship certificate, you may request a refund from your institution once you have your scholarship certificate.
Your residence permit
Your visa validation and the application to renew your residence permit are performed online on the ANEF platform (Administration Numérique des Etrangers en France). You may access it from a smartphone, tablet or computer.
This applies to you if you are:
- Students holding a VLS-TS student or VLS-TS student mobility permit
- Algerian nationals with a “student” VLS
- Students holding a VLS student mobility
- Holders of a residence permit for a reason other than being a “student”
- Holders of a student residence permit (excluding VLS-TS students)
For more information
Read the “residence permits” guide and watch this tutorial to help you apply for or renew your residence permit online.

Social housing assistance
You can benefit from social housing assistance if you are a student, if you are staying in France for at least 3 months, and if you have a valid residence permit and an address.

Your insurance
In France, a health insurance membership scheme is mandatory and allows you to be reimbursed for all or part of your health expenses. Remember that insurance is not limited to medical issues and that you must also be covered for civil liability (damages that you may cause to another person).
If you are not a student, and you benefit from an internship scholarship, you will be covered for the duration of your scholarship by a Campus France selected insurer. They will send you an insurance certificate a few days after you have confirmed your arrival. This insurer will be your sole contact during your stay for all social protection issues at the following address: campusfrance@april.com
This insurance does not cover your family members, you are the only one who can benefit from it.
If you are required to travel abroad as part of your course and this travel is validated by Campus France, you will be able to benefit from a coverage that is adapted to your situation.
If you are a student, you must join the social security system.
As soon as your enrolment in the higher education institution is completed, in order to obtain French social security, you must complete the steps in the following site: etudiant-etranger.ameli.fr
This is done online. It is mandatory and free of charge.
If you are an EU/EEA/Swiss national and have a European Health Insurance Card for the duration of your studies, you are not required to do this.
As soon as you receive your social security membership certificate (even if it is provisional), you must send it to Campus France.
While waiting for your membership in the social security system, you will be covered temporarily and free of charge by a Campus France designated insurer. Said insurer will be your contact during this period of time if you have any health expenses to cover.
This temporary coverage, which cannot exceed two months after your arrival, will be effective as soon as you have informed Campus France by email of your arrival (remember to attach a copy of your passport stamped with your arrival date or your boarding pass).
It is important to inform Campus France that you are in France from the first day of your arrival. Otherwise, you will not be able to take the necessary steps to obtain social security coverage from the insurer and you will not be insured. No retroactive membership is possible.
This insurance does not cover your family members, you are the only one who can benefit from it.
If you are not a student and are covered by one of the insurance schemes offered by Campus France, you will not be covered by the general French Social Security Scheme, managed by the French Health Insurance:
