The French Ministries of Interior, Labour and Higher education have published on January 12th, 2012 a circular complementing the circular released on May 31st, 2011 on market access for international students which "invites prefects to ensure that the necessary control of professional immigration is not achieved at the expense of the attractivity of the higher education system, or of the needs of designated companies in specific higher skills" (source: press release).
